Energy Minister Visits TOR and GRIDCo, Urges Reform in Ghana’s Energy Sector

As part of efforts to assess and support the performance of agencies , the Minister of Energy and Green Transition today conducted working visits to the Tema Oil Refinery (TOR) and the Ghana Grid Company (GRIDCo).

At TOR, the Minister toured ongoing upgrading works, gaining firsthand insight into the facility’s operations. He reaffirmed TOR’s strategic importance to Ghana’s energy security and industrial development while expressing concern over persistent leadership instability, which has hindered progress over the years.

Acknowledging significant progress over the past nine months, the Minister urged management to maintain momentum and tasked the Managing Director, Mr. Edmond Kombat, and his team with developing innovative and sustainable strategies to strengthen TOR’s operational efficiency and resilience.

The Minister also revealed that the previous administration had secretly handed over TOR to a private company for just USD 22 million, a transaction he described as lacking transparency. The matter has been referred to the Attorney-General for advice and necessary action.

In a bid to improve logistics within the industrial enclave, the Minister announced plans to engage the Minister for Roads and Highways to upgrade access roads around Tema, enhancing operational efficiency for energy and industrial activities.

At GRIDCo, the Minister expressed concern over the company’s declining financial position. Once financially sound and capable of executing major infrastructure projects independently, GRIDCo now faces challenges that threaten its stability. He called on management to take bold measures to restore the company to its former strength, emphasizing its crucial role in ensuring reliable electricity transmission and supporting the government’s 24-hour economy initiative.

These visits are part of the Ministry’s broader agenda to modernize Ghana’s energy institutions in line with President John Dramani Mahama’s vision for a resilient, secure, and future-ready energy sector.
